Force tourists to purchase goods就是草案禁止的强迫购物，即forced shopping。草案还针对free tour（零团费）和incentive tour（负团费）旅游经营管理模式做出规定，旅游社不能以低于本钱的价格招揽、组织、接待旅游者。同时需要package tour（跟团旅游）项目应签署fixed-price contracts（固定价格合同），明确交通、住宿、餐饮等旅游服务的安排和标准。

在scenic spots（景点）运营方面，草案规定景点门票要遵守政府pricing system（定价机制），门票价格变动要提前6个月公示。另外，景点还要control the maximum number of tourists（控制游客人数上限），以保证游客安全。
