台湾方面采取的第二波制裁手段（second wave of sanctions）包含：发布菲律宾旅游警示灯号为红色，不鼓励赴菲律宾旅游或洽公（issuing a red alert on travel to discourage Taiwan people from traveling to the Philippines or doing business）；停止高层交流与互动（suspension of high-level exchanges between the two economies）；停止菲方经济交流、推广和招商活动（suspension of economic exchanges）；停止农渔业合作事情（suspension of fishery cooperation）；停止科技研究交流和合作计划；停止航权谈判（suspension of bilateral2 aviation negotiations）；停止菲律宾人士用东南亚五国人民来台先行上网查核免签手段（removing the Philippines from Taiwan's visa-waiver program）；防务部门及海巡署在有关海域办理联合海上操演。
